PROFILE: MALTA

Malta held its general election in March 2013. The result was a surprise to both parties. The Partit Laburista came out victorious with a total of 167,533 first count votes, surpassing the Partit Nazzjonalista (Nationalist Party- PN) by more than 35,000 votes – the largest gap since Malta gained its Independence in 1964. The Partit Laburista (Labour Party - PL) lead by Joseph Muscat – for whom this was the first election as party leader - won a total of 39 seats, comfortably ahead of the PN headed up by the incumbent – now former – Prime Minister Lawrence Gonzi, with 26 seats. Under Malta’s system of proportional representation, which includes the so called casual election process – under which there is a re-count of votes where the difference in seats does not mirror the number of  votes actually cast - Malta’s Electoral Commission awarded an additional four seats to the PN making sure the number of seats is proportional to the number of first count votes gained.
