This challenge was echoed by Montenegro’s parliament which was also beginning to flex its democratic muscles. Mr Djukanovic’s position was not helped by the leak of a tape recording allegedly of discussions between the Prime Minister and his associates as to how forthcoming presidential elections might be ‘fixed’.
